[George W. Bush] slapped on stiff tariffs on certain types of imported steel for three years, with the highest tariff at
30 percent during the first year. That top tariff slips to 24 percent this year, and it falls to 18 percent next March
before disappearing after the third year.
When the tariffs were announced, three of the nation’s top five steelmakers were in bankruptcy or facing it. The day
after Bush announced he would impose tariffs, National Steel Corp. — then owner of the Granite City Works steel
mill — went into bankruptcy.
The tariffs have hurt small domestic manufacturers that use a significant amount of steel. They and other
