Social impact bonds are an emerging response by social policy makers and service providers to a changing social and economic environment. In this paper you will explore the potential and limitations of social impact bonds as a policy response to the policy area you explored in your first assignment. Your paper will have 3 parts:
- Your paper should include a review of the international and local literature for social impact bonds.
- Your paper should explore the possible policy, practice, economic and ethical implications of the application of a social impact bond model in your policy topic area, in the Australian context.
- Drawing on your analysis from your first assignment, discuss the potential and limitations of a social impact bond model for the specific group you identified in your first assignment. If it is to work, why? If not, why not?
Assessment Criteria
Your paper will be assessed on the extent to which you have:
- Scoped your paper to allow you to address all elements in appropriate depth;
- Provided an exploration of the potential and limitations of social impact bonds as discussed in international and national literature.
- Provided a coherent discussion on the possible policy, practice, economic and ethical implications of a social impact model in the specific policy area using credible evidence.
- Provided a coherent argument that sets out a series of claims in relation to part 3 of the task and supported these claims with reasons & credible evidence (at least 35 credible sources – no newspaper articles or media releases).
- Thought through your argument in terms of the assumptions you have made, its logic and any rebuttal that might be open to those that would challenge your position.
