Discussion questions about Florida county.
There are 100s of County and City level administrative agencies that have the power and authority to make regulations, enforce the regulations, and try violators in their own mini-court systems with administrative law judges. Go to this link: http://www.stateofflorida.com/florida-counties.aspx (Links to an external site.) and select a Florida County from the list that starts with the letter “B.” Then, find that County’s official website and answer the following questions:
1. Find a County level administrative agency in your selected county and learn about it (Don’t address the COUNTY but an agency or department within the COUNTY). What is the power and authority of the county agency granted to it by the County Commission, County Mayor or Florida Constitution? (explain in 5 sentences or less).
2. Find a rule or regulation that this County agency enforces (ie. the regulation relates to this County’s department or agency) by searching https://www.municode.com/library/fl (Links to an external site.) Briefly describe the County code or ordinance provision that that requires businesses or individuals to do or not do something or sets some standard related to this County agency. Copy/paste your link to this notice in your answer for the instructor to quickly review it when grading your answer or copy/paste the section below.
3. Now locate a CITY government from this list of city governments here: http://www.stateofflorida.com/cities.aspx (Links to an external site.) that starts with your first initial of your last name. Go to its official website and find a city agency created by this city and find a CITY agency or department within that city (ie. city administrative agency). Explain its power and authority. (explain in 5 sentences or less).
4. Find a rule or regulation that this City has passed which this city agency enforces or is involved in by searching https://www.municode.com/library/fl (Links to an external site.) Briefly describe the City code or ordinance provision that that requires businesses or individuals to do or not do something or sets some standard related to this city agency. Copy/paste your link to this notice in your answer for the instructor to quickly review it when grading your answer or copy/paste the section below.
5. Under Florida law certain counties are considered “charter counties” in that they have been given special authority to re-arrange their governing structures and voters can “amend” the county charter via a referendum. A “county charter” is like the “constitution” of the county. Not many Florida Counties have charters, and if they don’t they default to regular Florida Constitution and Florida Statutes as to structure their administrative agencies and sub-agencies. Research online to figure out which Florida Counties are “charter counties” and state if your particular county you selected in the above questions a “charter county” or not.
