TPU Soldiers

1. WHO: All Geographic and Functional Commands (GFC).
2. WHAT: Each GFC Commander will select one of the four proposed courses of
action regarding changes to reasonable commuting distance for TPU Soldiers from
home of residence to unit of assignment. Additional comments are welcome, but not
necessary.
A. Status Quo. Keep current regulatory guidance of 50 miles and 1.5 hrs.
B. Modified. Not to exceed 50 miles or 1.5 hrs, whichever is greater.
C. Increase. Not to exceed 100 miles or 2 hrs, whichever is greater.
D. Increase. Not to exceed 149 (JFTR rule) or 3 hrs, whichever is greater.

5. WHY: Department of Defense Instruction (DODI) 1215.13, Reserve Component
Member Participation Policy, has removed the mileage (50) and time (1.5 hours) from
the definition of commuting distance. Regulations currently reflect the previous
guidelines for miles and time. This is an opportunity to establish a new distance and
time guideline for commuting distance. Keeping in mind “safety first”, what should be
the limits of distance and time for a TPU Soldier to be involuntarily reassigned and
commute to their unit of assignment? The established commuting distance is the
default for promotions within the USAR, opening up the radius of commuting distance
raises the potential of slating more Soldiers into promotion vacancies. This input wil
provide recommendations regarding the best course of action to the Chief of Army
Reserve.
